<p>&#8220;Immaculate ground&#8221; sounds almost religious somehow. No mention of pearly gates, but you can probably get some installed, and get past them every day. Care to see it?</p>

<p>Here&#8217;s an interesting take on why <a href="http://www.zerohedge.com/news/american-foreclosure-process-has-ground-halt">the pace of foreclosures has slowed down</a>, as reported in <a href="http://www.redding.com/news/2012/may/16/shasta-county-foreclosures-fall-again/">yesterday&#8217;s newspaper</a>. Who is right? We only know we got a call a few days ago from a guy wondering what his local home was worth, and letting us know he hadn&#8217;t made a payment in 2 years. Instead, he was collecting rent from it, and living in the Bay Area, where he could find work in construction. We wonder how common that scenario may be. He said he hadn&#8217;t heard a thing from his mortgage lender about missing those payments for 2 years. Shh.</p>

Or, so it said in the prior listing, a failed short sale. The current listing as a HUD foreclosure doesn&#8217;t say anything about the creek, but the parcel map makes it appear so. It&#8217;s kind of an L shaped 2.6 acres. According to the listing, it&#8217;s a &#8217;76 built 2247 sqft 4/3 with an inground pool, located at the top of a hill with some valley views to the south. Neither do we.<br />
Little matter, apparently. Of the many hundreds of stripped REO properties we&#8217;ve seen and chronicled at FDotD since 2009, we can remember only one prosecution. Perhaps the largest un-prosecuted and unreported crime wave in the history of Shasta County. We implicate no individual or organization by this undeniable factual statement. But <strong><em>somebody</em></strong> took the fixtures out of this house located on a fairly busy and visible street. And from yesterday&#8217;s FDotD. And the day before that, and the day before that, ad nauseam. Property crimes for which we all pay, in the end, one way or another. Nobody seems to care.</p>
<p>But we digress.</p>
<p>Without a kitchen and possibly some other necessities of life, this big home on this big lot will be more difficult to finance. <p>Of the 17 homes that have sold in Westwood Manor over the last 12 months according to the Shasta MLS , the average price was $96 per sqft. So why price this one so far below average? Because they can. They being HUD, of course. Not only will they dictate what price this will sell, but they will also select the preferred buyer using their very opaque bidding system. This is from their documentation:<br />
&#8220;Properties that are listed as IN and IE are available exclusively for owner occupant, nonprofit and government agency bidders for the first 30 days on the market. Please note the initial bid review is on the 11th day of listing. All bids received during the first 10 days are opened and reviewed simultaneously on the 11th day. If no acceptable offers are received, bids are reviewed on a daily basis (Monday – Friday) until the exclusive 30 day owner occupant period expires. Properties are then available for all bidders, with bids reviewed daily (Monday – Friday).&#8221;<br />
So the free market forces that might otherwise set pricing using supply and demand are nowhere found. Instead, the not very invisible hand of the government sets pricing, and thus comps used as valuations for all the neighboring properties. Howdy neighbor! The government may have just lowered the price on your house to below average. Sorry, but they have a social engineering agenda, and your individual interests are not a factor, evidently. Representing their interests in this sale is foreclosure listing agent Sandy Kight of Banner Real Estate. She writes:</p>

<p>Today&#8217;s rant about the government&#8217;s deliberate manipulation of local home prices is partly meant to illustrate a point I made, and which was quoted on in Sunday&#8217;s Record Searchlight in <a href="http://www.redding.com/news/2012/may/12/buzz-on-the-street-rule-of-supply-and-demand-in/">David Benda&#8217;s Buzz column</a>. &#8220;Skip Murphy, of The Address Realty in Redding, said the banks and government are setting the price bar.&#8221; Yep.  And this HUD listing illustrates the point.
